The illegal Gatton Shire Council will not receive correct legal advice from the Local Government Association as they also are illegal. One has to cover for the other.
Notice how Local Government Association C.E.O. Greg Hallam does not even try to defend the purported legality of local government under the "An Act to Constitute the Commonwealth of Australia 1900 (UK)" because he can't.
No one can.
The word tyranny is defined as:
1. A form of government in which the ruler is an absolute dictator (not restricted by a constitution or
laws or opposition etc.)
2. Dominance through threat of punishment and violence.

Hallam defends council's purported rights, not through law, but by dominance through threat of punishment; the punishment being fear of the purported legal right of councils to sell up your property.
