Page 21 states:
" BE COOPERATIVE WITH US
The tax system is based on taxpayers complying with the tax laws voluntarily and cooperating with us. "

Voluntarily is defined as:
Out of your own free will; Willingly; By choice; Freely; Off one's bat; Of one's accord.
Why not contact the illegal ATO at phone # 132861 and ask what is meant by "complying with the tax laws voluntarily". Be sure to ask for a reply in writing.
